One way to examine the growth of the society, is based on the number of the libraries, book readers, and amount of the expenses of the government onn the education and general information. Government of the Islamic Republic of Iran, allocates a big share of the nurture and education budget, for management and construction of the religious places. (Like mosques, seminaries, shrines, holy places, ….). In the condition that the needs of the society are to be aware of the innate and citizenship rights. In this regard, it seems that, in comparison of religious and educational places, some results can be concluded.
