Convention,<\/p>\n<p class=\" elm-has-own-text\"><strong>Desiring<\/strong> to maintain a high level of safety at sea,<\/p>\n<\/div>\n<p><!--more--><\/p>\n<div class=\"preamble\">\n<p class=\" elm-has-own-text\"><strong>Mindful<\/strong> of the need to revise and bring up to date the International Regulations for Preventing Collisions at Sea<\/p>\n<p class=\" elm-has-own-text\"><strong>Having<\/strong> considered those Regulations in the light of developments since they were approved,<\/p>\n<p class=\" elm-has-own-text\">Have agreed as follows:<\/p>\n<\/div>\n<div class=\"article\">\n<p id=\"article-header-1\"><span style=\"font-size: 14pt;\"><em><strong>Article I<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><em><strong>General obligations<\/strong><\/em><\/span><\/p>\n<p class=\" elm-has-own-text\">The Parties to the present Convention undertake to give effect to the Rules and other Annexes constituting the International Regulations for Preventing Collisions at Sea, 1972, (hereinafter referred to as &#8220;the Regulations&#8221;) attached hereto.<\/p>\n<\/div>\n<div class=\"article\">\n<p id=\"article-header-2\"><span style=\"font-size: 14pt;\"><em><strong>Article II<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><em><strong>Signature, ratification, acceptance, approval and accession<\/strong><\/em><\/span><\/p>\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">1.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The present Convention shall remain open for signature until 1 June 1973 and shall thereafter remain open for accession.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">2.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">States Members of the United Nations, or of any of the Specialized Agencies, or the International Atomic Energy Agency, or Parties to the Statute of the International Court of Justice may become Parties to this Convention by:<\/p>\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">(a)<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">signature without reservation as to ratification, acceptance or approval;<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">(b)<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">signature subject to ratification, acceptance or approval followed by ratification, acceptance or approval; or<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">(c)<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">accession.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">3.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">Ratification, acceptance, approval or accession shall be effected by the deposit of an instrument to that effect with the Inter-Governmental Maritime Consultative Organization (hereinafter referred to as &#8220;the Organization&#8221;) which shall inform the Governments of States that have signed or acceded to the present Convention of the deposit of each instrument and of the date of its deposit.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div class=\"article\">\n<p id=\"article-header-3\"><span style=\"font-size: 14pt;\"><em><strong>Article III<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><em><strong>Territorial application<\/strong><\/em><\/span><\/p>\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">1.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The United Nations in cases where they are the administering authority for a territory or any Contracting Party responsible for the international relations of a territory may at any time by notification in writing to the Secretary-General of the Organization (hereinafter referred to as &#8220;the Secretary-General&#8221;), extend the application of this Convention to such a territory.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">2.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The present Convention shall, upon the date of receipt of the notification or from such other date as may be specified in the notification, extend to the territory named therein.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">3.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">Any notification made in accordance with paragraph 1 of this Article may be withdrawn in respect of any territory mentioned in that notification and the extension of this Convention to that territory shall cease to apply after one year or such longer period as may be specified at the time of the withdrawal.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">4.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The Secretary-General shall inform all Contracting Parties of the notification of any extension or withdrawal of any extension communicated under this Article.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div class=\"article\">\n<p id=\"article-header-4\"><span style=\"font-size: 14pt;\"><em><strong>Article IV<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><em><strong>Entry into force<\/strong><\/em><\/span><\/p>\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">1.<\/td>\n<td valign=\"top\">\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">(a)<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The present Convention shall enter into force twelve months after the date on which at least 15 States, the aggregate of whose merchant fleets constitutes not less than 65 per cent by number or by tonnage of the world fleet of vessels of 100 gross tons and over have become Parties to it, whichever is achieved first.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">(b)<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">Notwithstanding the provisions in sub-paragraph (a) of this paragraph, the present Convention shall not enter into force before 1 January 1976.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">2.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">Entry into force for States which ratify, accept, approve or accede to this Convention in accordance with Article II after the conditions prescribed in sub-paragraph 1(a) have been met and before the Convention enters into force, shall be on the date of entry into force of the Convention.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">3.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">Entry into force for States which ratify, accept, approve or accede after the date on which this Convention enters into force, shall be on the date of deposit of an instrument in accordance with Article II.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">4.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">After the date of entry into force of an amendment to this Convention in accordance with paragraph 4 of Article VI, any ratification, acceptance, approval or accession shall apply to the Convention as amended.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">5.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">On the date of entry into force of this Convention, the Regulations replace and abrogate the International Regulations for Preventing Collisions at Sea, 1960.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">6.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The Secretary-General shall inform the Governments of States that have signed or acceded to this Convention of the date of its entry into force.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div class=\"article\">\n<p id=\"article-header-5\"><span style=\"font-size: 14pt;\"><em><strong>Article V<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><em><strong>Revision Conference<\/strong><\/em><\/span><\/p>\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">1.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">A Conference for the purpose of revising this Convention or the Regulations or both may be convened by the Organization.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">2.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The Organization shall convene a Conference of Contracting Parties for the purpose of revising this Convention or the Regulations or both at the request of not less than one-third of the Contracting Parties.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div class=\"article\">\n<p id=\"article-header-6\"><span style=\"font-size: 14pt;\"><em><strong>Article VI<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><em><strong>Amendments to the Regulations<\/strong><\/em><\/span><\/p>\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">1.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">Any amendment to the Regulations proposed by a Contracting Party shall be considered in the Organization at the request of that Party.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">2.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">If adopted by a two-thirds majority of those present and voting in the Maritime Safety Committee of the Organization, such amendment shall be communicated to all Contracting Parties and Members of the Organization at least six months prior to its consideration by the Assembly of the Organization. Any Contracting Party which is not a Member of the Organization shall be entitled to participate when the amendment is considered by the Assembly.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">3.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">If adopted by a two-third majority of those present and voting in the Assembly, the amendment shall be communicated by the Secretary-General to all Contracting Parties for their acceptance.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">4.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">Such an amendment shall enter into force on a date to be determined by the Assembly at the time of its adoption unless, by a prior date determined by the Assembly at the same time, more than one-third of the Contracting Parties notify the Organization of their objection to the amendment. Determination by the Assembly of the dates referred to in this paragraph shall be by a two-thirds majority of those present and voting.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">5.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">On entry into force any amendment shall, for all Contracting Parties which have not objected to the amendment, replace and supersede any previous provision to which the amendment refers.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">6.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The Secretary-General shall inform all Contracting Parties and Members of the Organization of any request and communication under this Article and the date on which any amendment enters into force.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div class=\"article\">\n<p id=\"article-header-7\"><span style=\"font-size: 14pt;\"><em><strong>Article VII<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><em><strong>Denunciation<\/strong><\/em><\/span><\/p>\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">1.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The present Convention may be denounced by a Contracting Party at any time after the expiry of five years from the date on which the Convention entered into force for that Party.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">2.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">Denunciation shall be effected by the deposit of an instrument with the Organization. The Secretary-General shall inform all other Contracting Parties of the receipt of the instrument of denunciation and of the date of its deposit.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">3.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">A denunciation shall take effect one year, or such longer period as may be specified in the instrument, after its deposit.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div class=\"article\">\n<p id=\"article-header-8\"><span style=\"font-size: 14pt;\"><em><strong>Article VIII<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><em><strong>Deposit and registration<\/strong><\/em><\/span><\/p>\n<table class=\"list\" border=\"0\" width=\"100%\" cellpadding=\"5\">\n<tbody>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">1.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">The present Convention and the Regulations shall be deposited with the Organization, and the Secretary-General shall transmit certified true copies thereof to all Governments of States that have signed this Convention or acceded to it.<\/p>\n<\/td>\n<\/tr>\n<tr>\n<td class=\"item-marker elm-has-own-text\" valign=\"top\" nowrap=\"nowrap\" width=\"1%\">2.<\/td>\n<td valign=\"top\">\n<p class=\" elm-has-own-text\">When the present Convention enters into force, the text shall be transmitted by the Secretary-General to the Secretariat of the United Nations for registration and publication in accordance with Article 102 of the Charter of the United Nations.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<\/div>\n<div class=\"article\">\n<p id=\"article-header-9\"><span style=\"font-size: 14pt;\"><em><strong>Article IX<\/strong><\/em><\/span><\/p>\n<p><span style=\"font-size: 14pt;\"><em><strong>Languages<\/strong><\/em><\/span><\/p>\n<p class=\" elm-has-own-text\">The present Convention is established, together with the Regulations, in a single copy in the English and French languages, both texts being equally authentic. Official translations in the Russian and Spanish languages shall be prepared and deposited with the signed original.<\/p>\n<\/div>\n<p class=\" elm-has-own-text\">In witness whereof the undersigned being duly authorized by their respective Governments for that purpose have signed the present Convention.<\/p>\n<p class=\" elm-has-own-text\"><strong>Done<\/strong> at London this twentieth day of October one thousand nine hundred and seventy-two.<\/p>\n<p>&nbsp;<\/p>\n<h4 style=\"text-align: left;\"><strong>PART A : GENERAL<\/strong><\/h4>\n<p><span style=\"font-size: 14pt;\"><strong>RULE 1 &#8211;\u00a0<i>Application<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>These Rules shall apply to\u00a0all vessels upon the high seas and in all waters connected therewith\u00a0navigable by sea-going vessels.<\/li>\n<li>Nothing in these Rules shall interfere with the operation of special rules made by an appropriate authority\u00a0for road-steads, harbors, rivers, lakes or inland waterways connected with the high seas and navigable by sea-going vessels. Such special rules shall conform as closely as possible to these Rules.<\/li>\n<li>Nothing in these Rules shall interfere with the operation of any\u00a0special rules\u00a0made by the Government of any State\u00a0with respect to additional station or signal lights or whistle signals for ships of war and vessels proceeding under convoy, or with respect to additional station or signal lights for fishing vessels engaged in fishing as a fleet. These additional station or signal lights or whistle signals shall, so far as possible, be such that they cannot be mistaken for any light or signal authorized elsewhere under these Rules.<\/li>\n<li>Traffic separation schemes\u00a0may be adopted by the Organisation for the purpose of these Rules.<\/li>\n<li>Whenever the Government concerned shall have determined that\u00a0a vessel of special construction or purpose cannot comply\u00a0fully with the provisions of any of these Rules with respect to the number, position, range or arc of visibility of lights or shapes, as well as to the disposition and characteristics of sound-signalling appliances, without interfering with the special function of the vessel, such vessel shall comply with such other provisions in regard to the number, position, range or arc of visibility of lights or shapes, as well as to the disposition and characteristics of sound-signalling appliances, as her Government shall have determined to be the closest possible compliance with these Rules in respect to that vessel.<\/li>\n<\/ol>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 2 &#8211;\u00a0<i>Responsibility<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>Nothing in these Rules shall exonerate any vessel, or the owner, master or crew thereof, from\u00a0the consequences of any neglect to comply\u00a0with these Rules or of the neglect of any precaution which may be required by the ordinary practice of seamen, or by the special circumstances of the case.<\/li>\n<li>In consenting and complying with these Rules\u00a0due regard shall be had to all dangers of navigation and collision and to any special circumstances, including the limitations of the vessels involved, which may make a departure from these Rules necessary to avoid immediate danger.<\/li>\n<\/ol>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 3 &#8211;\u00a0<i>General definitions<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">For the purpose of these Rules, except where the context otherwise requires &#8211;<\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li style=\"list-style-type: none;\">\n<ol type=\"a\">\n<li>the word\u00a0<i>&#8220;vessel&#8221;<\/i>\u00a0includes every description of water craft, including non-displacement craft and seaplanes, used or capable of being used as a means of transportation on water;<\/li>\n<li>the term\u00a0<i>&#8220;power-driven vessel&#8221;\u00a0<\/i>means any vessel propelled by machinery;<\/li>\n<li>the term\u00a0<i>&#8221; sailing vessel&#8221;<\/i>\u00a0means any vessel under sail provided that propelling machinery, fitted, is not being used;<\/li>\n<li>the term\u00a0<i>&#8220;vessel engaged in fishing&#8221;\u00a0<\/i>means any vessel fishing with nets, lines, trawls or other fishing apparatus which restrict maneuverability, but does not include a vessel fishing with trolling lines or other fishing apparatus which do not restrict maneuverability;<\/li>\n<li>the word\u00a0<i>&#8220;seaplane&#8221;<\/i>\u00a0includes any aircraft designed to manoeuvre on the water;<\/li>\n<li>the term\u00a0<i>&#8220;vessel not under command&#8221;<\/i>\u00a0means a vessel which through some exceptional circumstances is unable to manoeuvre as required by these Rules and is therefore unable to keep out of the way of another vessel;<\/li>\n<li>the term\u00a0<i>&#8220;vessel restricted in her ability to manoeuvre&#8221;<\/i>\u00a0means a vessel which from the nature of her work is restricted in her ability to manoeuvre as required by these Rules and is therefore unable to keep out of the way of another vessel. The term &#8220;<i>vessels restricted in their ability to manoeuvre<\/i>&#8221;\u00a0shall include but not be limited to:<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ol style=\"text-align: left;\" type=\"a\">\n<li style=\"list-style-type: none;\">\n<ol type=\"1\">\n<li>a vessel engaged in laying, servicing or picking up a navigation mark, submarine cable or pipeline;<\/li>\n<li>a vessel engaged in dredging, surveying or underwater operations;<\/li>\n<li>a vessel engaged in replenishment or transferring persons, provisions or cargo while underway;<\/li>\n<li>a vessel engaged in the launching or recovery of aircraft;<\/li>\n<li>a vessel engaged in mine-sweeping operations;<\/li>\n<li>a vessel engaged in a towing operation such as severely restricts the towing vessel and her tow in their ability to deviate from their course;<\/li>\n<\/ol>\n<\/li>\n<li>the term\u00a0<i>&#8220;vessel constrained by her draught&#8221;\u00a0<\/i>means a power-driven vessel which because of her draught in relation to the available depth of water is severely restricted in her ability to deviate from the course she is following;<\/li>\n<li>the word\u00a0<i>&#8220;underway&#8221;\u00a0<\/i>means that a vessel is not at anchor, or made fast to the shore, or aground;<\/li>\n<li>the words\u00a0<i>&#8220;length&#8221;<\/i>\u00a0and\u00a0<i>&#8220;breadth&#8221;<\/i>\u00a0of a vessel mean her length overall and greatest breadth;<\/li>\n<li>vessels shall be deemed to be in sight of one another only when ore can be observed visually from the other;<\/li>\n<li>the term\u00a0<i>&#8220;restricted visibility&#8221;<\/i>\u00a0means any condition in which visibility is restricted by fog, mist, falling snow, heavy rainstorms, sandstorms or any other similar causes.<\/li>\n<li>&#8220;<i>mile<\/i>&#8221; means nautical mile<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h4 style=\"text-align: left;\"><strong>PART B : STEERING AND SAILING RULES<\/strong><\/h4>\n<p><span style=\"font-size: 14pt;\"><strong>\u00a0SECTION I &#8211; CONDUCT OF VESSELS IN ANY CONDITION OF VISIBILITY<\/strong><\/span><a name=\"RULE4\"><\/a><\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 4 &#8211;\u00a0<i>Application<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">Rules in this Section apply in\u00a0any condition of visibility.<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 5 &#8211;\u00a0<i>Look-out<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">Every vessel shall at all times\u00a0maintain a proper lookout\u00a0by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision.<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 6 &#8211;\u00a0<i>Safe speed<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">Every vessel shall at all times\u00a0proceed at a safe speed\u00a0so that she can take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions.<\/p>\n<p style=\"text-align: left;\">In determining a safe speed the following\u00a0factors\u00a0shall be among those taken into account:<\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>By all vessels:\n<ol type=\"1\">\n<li>The state of\u00a0visibility;<\/li>\n<li>the\u00a0traffic density\u00a0including concentrations of fishing vessels or any other vessels;<\/li>\n<li>the\u00a0maneuverability\u00a0of the vessel with special reference to stopping distance and turning ability in the prevailing conditions;<\/li>\n<li>at\u00a0night\u00a0the presence of\u00a0background light\u00a0such as from shore lights or from\u00a0back scatter\u00a0other own lights;<\/li>\n<li>the state of\u00a0wind, sea and current, and the proximity of\u00a0navigational hazards;<\/li>\n<li>the\u00a0draught\u00a0in relation to the available depth of water.<\/li>\n<\/ol>\n<\/li>\n<li>Additionally, by vessels with operational radar:\n<ol type=\"1\">\n<li>The\u00a0characteristics, efficiency and limitations\u00a0of the\u00a0radar equipment;<\/li>\n<li>any constraints imposed by the\u00a0radar range scale in use;<\/li>\n<li>the\u00a0effect on radar detection\u00a0of the\u00a0sea state, weather and other sources of interference;<\/li>\n<li>the possibility that\u00a0small vessels, ice and other floating objects\u00a0may not be detected by radar at an adequate range;<\/li>\n<li>the\u00a0number, location and movement\u00a0of vessels, detected by radar; the more exact assessment of the visibility that may be possible when radar is used to determine the range of vessels or other objects in the vicinity.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 7 &#8211;\u00a0<i>Risk of collision<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>Every vessel shall\u00a0use all available means\u00a0appropriate to the prevailing circumstances and conditions to\u00a0determine if risk of collision exists. If there is any doubt such risk shall be deemed to exist.<\/li>\n<li>Proper use\u00a0shall be made\u00a0of radar equipment\u00a0if fitted and operational, including long-range scanning to\u00a0obtain early warning of risk of collision\u00a0and radar plotting or equivalent\u00a0systematic observation\u00a0of detected objects.<\/li>\n<li>Assumptions\u00a0shall\u00a0not be made on\u00a0the basis of\u00a0scanty information, especially scanty radar information.<\/li>\n<li>In determining if risk of collision exists the following\u00a0considerations\u00a0shall be among those taken into account;\n<ol type=\"a\">\n<li>(i) Such risk shall be deemed to exist if the\u00a0compass bearing of an approaching vessel\u00a0does not appreciably change;<\/li>\n<li>(ii)such risk may sometimes exist even when an appreciable bearing change is evident, particularly\u00a0when approaching a very large vessel or a tow\u00a0or when\u00a0approaching a vessel at close range.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 8 &#8211;\u00a0<i>Action to avoid collision<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li style=\"list-style-type: none;\">\n<ol type=\"a\">\n<li>Any\u00a0action taken to avoid collision\u00a0shall, if the circumstances of the case admit, be\u00a0positive, made in ample time\u00a0and with\u00a0due regard to the observance of good seamanship.<\/li>\n<li>Any\u00a0alteration of course and\/or speed to avoid collision\u00a0shall, if the circumstances of the case admit, be\u00a0large enough to be readily apparent\u00a0to another vessel observing\u00a0visually or by radar\u00a0a succession of small alteration of course and\/or speed should be avoided.<\/li>\n<li>If there is sufficient sea room, alteration of course\u00a0alone may be the\u00a0most effective action\u00a0to avoid at close quarters situation provided that it is made in good time, is substantial and does not result in another close-quarters situation.<\/li>\n<li>Action taken to avoid collision\u00a0with another vessel shall be such as to result in\u00a0passing at a safe distance. The effectiveness of the action shall be carefully checked until the other vessel is finally past and clear.<\/li>\n<li>If necessary to avoid collision or allow more time to assess the situation, a vessel shall\u00a0slacken her speed or take all way off by stopping or reversing her means of propulsion.<\/li>\n<li>.\n<ol type=\"a\">i. A\u00a0 vessel which, by any of these Rules, is required not to impede the passage or safe passage of another vessel shall, when required by the circumstances of the case, take early action to allow sufficient sea room for safe passage of the other vessel.<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p style=\"text-align: left; padding-left: 60px;\">ii. A\u00a0vessel required not to impede the passage or safe passage of another vessel is not relieved of this obligation if approaching the other vessel so as to involve risk of collision\u00a0and shall, when taking action, have full regard to the action which may be required by the Rules of this Part.<\/p>\n<p style=\"text-align: left; padding-left: 60px;\">iii. A\u00a0vessel the passage of which is not to be impeded remains fully obliged to comply with the Rules of this Part when the two vessels are approaching one another so as to involve risk of collision.<a name=\"RULE9\"><\/a><\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 9 &#8211;\u00a0<i>Narrow Channels<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>A\u00a0vessel\u00a0proceeding along the course of a\u00a0narrow channel or fairway\u00a0shall keep as near to the\u00a0outer limit of the channel or fairway\u00a0which lies on\u00a0her starboard side\u00a0as is safe and practicable.<\/li>\n<li>A\u00a0vessel of less than 20 metres in length\u00a0or a\u00a0sailing vessel\u00a0shall not impede the passage of a vessel which can safely navigate only within a narrow channel or fairway.<\/li>\n<li>A\u00a0vessel engaged in fishing\u00a0shall not impede the passage of any other vessel navigating within a narrow channel or fairway.<\/li>\n<li>A vessel shall not cross a\u00a0narrow channel or fairway\u00a0if such\u00a0crossing\u00a0impedes the passage of a vessel which can safely navigate only within such channel or fairway. The latter vessel may use the sound signal prescribed in Rule 34(<i>d<\/i>) if in doubt as to the intention of the crossing vessel.\n<ol type=\"i\">\n<li>in a narrow channel or fairway\u00a0when\u00a0overtaking\u00a0can take place only if the vessel to be overtaken has to take action to permit safe passing, the vessel intending to overtake shall indicate her intention by sounding the appropriate signal prescribed in Rule 34(<i>c<\/i>)(1). The vessel to be overtaken shall, if in agreement, sound the appropriate signal prescribed in Rule 34(<i>c<\/i>)(2) and take steps to permit safe passing. If in doubt she may sound the signals prescribed in Rule 34(<i>d<\/i>).<\/li>\n<li>this Rule does not relieve the overtaking vessel of her obligation under Rule 13.<\/li>\n<\/ol>\n<\/li>\n<li>A vessel nearing a bend or an area of a narrow channel or fairway where other vessels may be obscured by an intervening obstruction shall navigate with particular alertness and caution and shall sound the appropriate signal prescribed in Rule 34(<i>e<\/i>).<\/li>\n<li>Any vessel shall, if the circumstances of the case admit, avoid\u00a0anchoring in a narrow channel.<\/li>\n<\/ol>\n<p style=\"text-align: left;\">\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 10 &#8211;\u00a0<i>Traffic separation schemes<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>This rule applies to traffic separation schemes adopted by the Organisation.<\/li>\n<li>A\u00a0vessel using a traffic separation scheme\u00a0shall &#8211;\n<ol type=\"i\">\n<li>proceed in the appropriate traffic lane\u00a0in the general direction of traffic flow for that lane;<\/li>\n<li>so far as practicable\u00a0keep clear of a traffic separation line\u00a0or\u00a0separation zone;<\/li>\n<li>normally\u00a0join or leave a traffic lane at the termination of the lane, but when joining or leaving from the side shall do so at as small an angle to the general direction of traffic flow as practicable.<\/li>\n<\/ol>\n<\/li>\n<li>A vessel shall so far as practicable\u00a0avoid crossing traffic lanes, but if obliged to do so shall cross as nearly as practicable at right angles to the general direction of traffic flow.\n<ol type=\"i\">\n<li>i. A vessel shall not use an\u00a0inshore tragic zone\u00a0when she can safely use the appropriate traffic lane within the adjacent traffic separation scheme. However,\u00a0vessels of less than 20 metres in length, sailing vessels and vessels engaged in fishing may use the inshore traffic zone.<\/li>\n<li>ii. Notwithstanding subparagraph (d)(i), a vessel may use an inshore traffic zone when en route to or from a port, offshore installation or structure, pilot station or any other place situated within the inshore traffic zone, or to avoid immediate danger.<\/li>\n<\/ol>\n<\/li>\n<li>A vessel\u00a0other than a crossing vessel or a vessel joining or leaving a lane shall nut normally enter a separation zone or cross a separation line except:\n<ol type=\"i\">\n<li>in cases of emergency to avoid immediate danger;<\/li>\n<li>engage in fishing within a separation zone.<\/li>\n<\/ol>\n<\/li>\n<li>A\u00a0vessel navigating in areas near the termination of traffic separation schemes\u00a0shall do so with particular caution.<\/li>\n<li>A vessel shall so far as practicable\u00a0avoid anchoring in a traffic separation scheme or in areas near its termination.<\/li>\n<li>A vessel\u00a0not using a traffic separation scheme\u00a0shall avoid it by as wide a margin as is practicable.<\/li>\n<li>A vessel\u00a0engaged in fishing\u00a0shall not impede the passage of any vessel following a traffic lane.<\/li>\n<li>A\u00a0vessel of less than 20 metres\u00a0in length or a\u00a0sailing vessel shall not impede\u00a0the safe passage of power-driven vessel following a traffic lane.<\/li>\n<li>A vessel restricted in her ability to manoeuvre\u00a0when\u00a0engaged in\u00a0an operation for the\u00a0maintenance of safety of navigation in a traffic separation scheme\u00a0is exempted from complying with this Rule to the extent necessary to carry out the operation.<\/li>\n<li>A vessel restricted in her ability to manoeuvre\u00a0when\u00a0engaged in\u00a0an operation for the\u00a0laying, servicing or picking up of a submarine cable, within a traffic separation scheme, is\u00a0exempted\u00a0from complying with this Rule to the extent necessary to carry out the operation.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h4 style=\"text-align: left;\"><strong>SECTION II &#8211; CONDUCT OF VESSELS IN SIGHT OF ONE ANOTHER<\/strong><\/h4>\n<p><span style=\"font-size: 14pt;\"><strong>RULE 11 &#8211;\u00a0<i>Application<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">Rules in this Section apply to\u00a0vessels in sight of one another.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 12 &#8211;\u00a0<i>Sailing vessels<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>When\u00a0two sailing vessels are approaching one another, so as to involve risk of collision, one of them shall keep out of the way of the other as follows:\n<ol type=\"i\">\n<li>When each has the wind on a different side, the vessel which has the wind on the port side shall keep out of the way of the other;<\/li>\n<li>when both have the wind on the same side, the vessel which is to windward shall keep out of the way of the vessel which is to leeward;<\/li>\n<li>if a vessel with the wind on the port side sees a vessel to windward\u00a0and cannot determine with certainty whether the other vessel has the wind on the port or on the starboard side, she shall keep out of the way of the other.<\/li>\n<\/ol>\n<\/li>\n<li>For the purpose of this Rule\u00a0the windward side\u00a0shall be deemed to be\u00a0the side opposite to that on which the mainsail is carried\u00a0or,\u00a0in the case of a square-rigged vessel, the side opposite to that on which the largest fore- and aft sail is carried.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 13 &#8211;\u00a0<i>Overtaking<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>Notwithstanding anything contained in the Rules of this Section any vessel overtaking any other shall\u00a0keep out of the way of the vessel being overtaken.<\/li>\n<li>A vessel shall be deemed to be overtaking when coming up with another vessel from a direction more than 22,5 degrees abaft her beam, that is, in such a position with reference to the vessel she is overtaking, that\u00a0at night she would be able to see only the sternlight\u00a0of that vessel but neither of her sidelights.<\/li>\n<li>When a vessel is in any\u00a0doubt as to whether she is overtaking\u00a0another, she shall\u00a0assume\u00a0that this is the case\u00a0and act accordingly.<\/li>\n<li>Any\u00a0subsequent alteration of the bearing between the two vessels\u00a0shall not make the overtaking vessel a crossing vessel within the meaning of these Rules or relieve her of the\u00a0duty of keeping clear\u00a0of the overtaken vessel\u00a0until she is finally past and clear.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 14 &#8211; Head-on situation<\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>When\u00a0two power-driven vessels\u00a0are\u00a0meeting on reciprocal or nearly reciprocal courses\u00a0so as to involve risk of collision\u00a0each shall alter her course to starboard\u00a0so that each shall pass on the port side of the other.<\/li>\n<li>Such a situation shall be deemed to exist\u00a0when a vessel sees the other ahead or nearly ahead\u00a0and\u00a0by night\u00a0she could\u00a0see the masthead lights of the other in a line or nearly in a line and\/or both sidelights\u00a0and\u00a0by day she observes the corresponding aspect\u00a0of the other vessel.<\/li>\n<li>When a vessel\u00a0is in any doubt\u00a0as to whether such a situation exists she shall assume that it does exist\u00a0and act accordingly.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 15 &#8211; Crossing situation<\/strong><\/span><\/p>\n<p style=\"text-align: left;\">When\u00a0two power-driven vessels are crossing so as to involve risk of collision, the vessel which has the other on her own\u00a0starboard side\u00a0shall\u00a0keep out of the way\u00a0and shall, if the circumstances of the case admit,\u00a0avoid crossing ahead of the other vessel.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 16 &#8211;\u00a0<i>Action by give-way vessel<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">Every vessel which is directed to keep out of the way of another vessel shall, so far as possible,\u00a0take early and substantial action to keep well clear.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 17 &#8211; Action by stand-on vessel<\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li style=\"list-style-type: none;\">\n<ol type=\"i\">\n<li>(1) Where\u00a0one of two vessels is to keep out of the way\u00a0the other shall keep her course and speed.<\/li>\n<li>(2) The\u00a0latter vessel may\u00a0however\u00a0take action to avoid collision by her manoeuvre alone, as soon as it becomes apparent to her that the vessel required to keep out of the way is not taking appropriate action in compliance with these Rules.<\/li>\n<\/ol>\n<\/li>\n<li>When, from any cause,\u00a0the vessel required to keep her course and speed finds herself so close that collision cannot be avoided\u00a0by the action of the give-way vessel alone, she shall take such action as will best aid to avoid collision.<\/li>\n<li>A\u00a0power-driven vessel which takes action\u00a0in a crossing situation in accordance with subparagraph (a)(2) of this Rule\u00a0to avoid collision with another power-driven vessel shall, if the circumstances of the case admit,\u00a0not alter course to port for a vessel on her own port side.<\/li>\n<li>This Rule does\u00a0not relieve the give-way vessel\u00a0of her obligation to keep out of the way.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 18 &#8211;\u00a0<i>Responsibilities between vessels<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">Except where Rules 9, 10 and 13 otherwise require &#8211;<\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>a power-driven vessel underway shall keep out of the way of:-\n<ol type=\"i\">\n<li>a vessel\u00a0not under command;<\/li>\n<li>a vessel\u00a0restricted\u00a0in her ability to\u00a0manoeuvre;<\/li>\n<li>a vessel engaged in\u00a0fishing;<\/li>\n<li>a\u00a0sailing vessel;<\/li>\n<\/ol>\n<\/li>\n<li>a sailing vessel underway shall keep out of the way of\u00a0:-\n<ol type=\"i\">\n<li>a vessel\u00a0not under command;<\/li>\n<li>a vessel\u00a0restricted\u00a0in her ability to\u00a0manoeuvre;<\/li>\n<li>a vessel engaged in\u00a0fishing;<\/li>\n<\/ol>\n<\/li>\n<li>A vessel engaged in fishing when underway shall, so far as possible, keep out of the way of:-\n<ol type=\"i\">\n<li>a vessel not\u00a0under command;<\/li>\n<li>a vessel\u00a0restricted\u00a0in her ability to\u00a0manoeuvre;<\/li>\n<\/ol>\n<\/li>\n<li style=\"list-style-type: none;\">\n<ol type=\"i\">\n<li>Any vessel\u00a0other than a vessel not under comma nd or a vessel restricted in her ability to manoeuvre shall if the circumstances of the case admit,\u00a0avoid impeding the safe passage of a vessel constrained by her draught, exhibiting the signals in Rule 28;<\/li>\n<li>a vessel constrained by her draught shall navigate with particular caution\u00a0having full regard to her special condition.<\/li>\n<\/ol>\n<\/li>\n<li>A seaplane on the water shall, in general,\u00a0keep well clear of all vessels and avoid impeding their navigation. In circumstances, however, where risk of collision exists, she shall comply with the Rules of this part.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 19 &#8211;\u00a0<i>Conduct of vessels in restricted visibility<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>This Rule applies to\u00a0vessels not in sight of one another\u00a0when\u00a0navigating in or near an area of restricted visibility.<\/li>\n<li>Every vessel shall proceed at\u00a0a safe speed\u00a0adapted to the prevailing circumstances and conditions of restricted visibility. A power-driven vessel shall have her engines ready for immediate manoeuvre.<\/li>\n<li>Every vessel shall have due regard to the\u00a0prevailing circumstances and conditions of restricted visibility\u00a0when complying with the Rules of Section I of this Part.<\/li>\n<li>A vessel which detects by radar alone the presence of another vessel\u00a0shall determine if a close-quarters situation is developing and\/or risk of collision exists. If so, she shall take avoiding action in ample time, provided that when such action consists of an alteration of course, so far as possible\u00a0the following shall be avoided:\n<ol type=\"i\">\n<li>An alteration of course to port for a vessel forward of the beam, other than for a vessel being overtaken;<\/li>\n<li>an alteration of course towards a vessel abeam or abaft the beam.<\/li>\n<\/ol>\n<\/li>\n<li>Except where it has been determined that a risk of collision does not exist,\u00a0every vessel which hears apparently forward of her beam the fog signal of another vessel, or\u00a0which cannot avoid a close-quarters situation with another vessel forward of her beam, shall reduce her speed to the minimum\u00a0at which she can be kept on her course. She shall if necessary take all her way off and in any event navigate with extreme caution\u00a0until danger of collision is over.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h4 style=\"text-align: left;\">PART C : LIGHTS AND SHAPES<\/h4>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 20 &#8211;\u00a0<i>Application<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>Rules in this Part shall be complied with\u00a0in all weathers.<\/li>\n<li>The\u00a0Rules concerning lights shall be complied with from sunset to sunrise, and during such times no other lights shall be exhibited, except such lights as cannot be mistaken for the lights specified in these Rules or do not impair their visibility or distinctive character, or interfere with the keeping of a proper look-out.<\/li>\n<li>The\u00a0lights\u00a0prescribed by these Rules\u00a0shall, if carried, also be exhibited\u00a0from sunrise to sunset in\u00a0restricted visibility\u00a0and may be exhibited in\u00a0all other circumstances when it is deemed necessary.<\/li>\n<li>The\u00a0Rules concerning shapes\u00a0shall be complied with\u00a0by day.<\/li>\n<li>The lights and shapes specified in these Rules shall comply with the provisions of Annex I to these Regulations.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 21 &#8211;\u00a0<i>Definitions<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li><i>&#8220;Masthead light&#8221;<\/i>\u00a0means a\u00a0white light\u00a0placed over the fore and aft center-line of the vessel showing an\u00a0unbroken\u00a0light\u00a0over an arc of\u00a0the horizon of\u00a0225 degrees\u00a0and so fixed as to show the light\u00a0from right ahead to 22,5 degrees abaft the beam\u00a0on either side of the vessel.<\/li>\n<li><i>&#8220;Sidelights&#8221;<\/i>\u00a0means a\u00a0green light\u00a0on the\u00a0starboard side\u00a0and a\u00a0red light\u00a0on the\u00a0port side\u00a0each showing an\u00a0unbroken\u00a0light\u00a0over an arc of\u00a0the horizon of\u00a0112,5 degrees\u00a0and so fixed as to show the light from\u00a0right ahead to 22,5 degrees abaft the beam\u00a0on its respective side. In a\u00a0vessel of less than 20 metres\u00a0in length the\u00a0sidelights may be combined in one lantern\u00a0carried on the\u00a0fore and aft centre-line\u00a0of the vessel.<\/li>\n<li><i>&#8220;Sternlight&#8221;\u00a0<\/i>means a\u00a0white light\u00a0placed as nearly as practicable\u00a0at the stern\u00a0showing an\u00a0unbroken\u00a0light\u00a0over an arc\u00a0of the horizon of\u00a0135 degrees\u00a0and so fixed as to show the light\u00a067,5 degrees from right aft on each side\u00a0of the vessel.<\/li>\n<li><i>&#8220;Towing light&#8221;\u00a0<\/i>means a\u00a0yellow light\u00a0having the same characteristics as the\u00a0<i>&#8220;sternlight&#8221;<\/i>\u00a0defined in paragraph (c) of this Rule.<\/li>\n<li><i>&#8220;All round light&#8221;<\/i>\u00a0means a light showing an\u00a0unbroken light over an arc\u00a0of the horizon of\u00a0360 degrees.<\/li>\n<li><i>&#8220;Flashing light&#8221;<\/i>\u00a0means a light\u00a0flashing at regular intervals\u00a0at a frequency of\u00a0120 flashes or more per minute.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 22 &#8211;\u00a0<i>Visibility of lights<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">The lights prescribed in these Rules shall have an\u00a0intensity\u00a0as specified in Section 8 of Annex I to these Regulations so as to be\u00a0visible at the following minimum ranges\u00a0(stated in nautical miles):<\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>In vessels of 50 metres or more in length\u00a0:-\n<ul>\n<li>a\u00a0masthead light, 6 miles;<\/li>\n<li>a\u00a0sidelight, 3 miles;<\/li>\n<li>a\u00a0sternlight, 3 miles;<\/li>\n<li>a\u00a0towing light, 3 miles;<\/li>\n<li>a\u00a0white, red, green or yellow all-round light, 3 miles.<\/li>\n<\/ul>\n<\/li>\n<li>In vessels of 12 metres or more in length but less than 50 metres in length\u00a0:-\n<ul>\n<li>a\u00a0masthead light, 5 miles; except that where the length of the vessel is less than 20 metres, 3 miles;<\/li>\n<li>a\u00a0sidelight, 2 miles;<\/li>\n<li>a\u00a0sternlight, 2 miles;<\/li>\n<li>a\u00a0towing light, 2 miles;<\/li>\n<li>a\u00a0white, red, green or yellow all-round light, 2 miles.<\/li>\n<\/ul>\n<\/li>\n<li>In vessels of less than 12 metres in length\u00a0:-\n<ul>\n<li>a\u00a0masthead light, 2 miles;<\/li>\n<li>a\u00a0sidelight, 1 mile;<\/li>\n<li>a\u00a0sternlight, 2 miles;<\/li>\n<li>a\u00a0towing light, 2 miles;<\/li>\n<li>a\u00a0white, red, green or yellow all-round light, 2 miles.<\/li>\n<\/ul>\n<\/li>\n<li>In inconspicuous, partly submerged vessels or objects being towed:\n<ul>\n<li>a\u00a0white all-round light, 3 miles.<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 23 &#8211;\u00a0<i>Power-driven vessels underway<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li style=\"list-style-type: none;\">\n<ol type=\"a\">\n<li>A power-driven vessel underway\u00a0shall exhibit :-\n<ol type=\"i\">\n<li>a\u00a0masthead light\u00a0forward;<\/li>\n<li>a\u00a0second masthead light\u00a0abaft of and higher than the forward one; except that\u00a0a vessel of less than 50 metres in length shall not be obliged to exhibit such light\u00a0but may do so;<\/li>\n<li>sidelights;<\/li>\n<li>a\u00a0sternlight.<\/li>\n<\/ol>\n<\/li>\n<li>An air-cushion vessel when operating in the non-displacement mode shall, in addition to the lights prescribed in paragraph (a) of this Rule,\u00a0exhibit an all-round flashing yellow light.<\/li>\n<li><a name=\"Ci\"><\/a>i.\u00a0A power-driven vessel of less than 12 m\u00a0in length\u00a0may in lieu of\u00a0the lights prescribed in paragraph (a) of this Rule\u00a0exhibit an all-round white light and sidelights;<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<p style=\"text-align: left;\">ii.\u00a0a power-driven vessel of less than 7 metres\u00a0in length whose\u00a0maximum speed does not exceed 7 knots\u00a0may\u00a0in lieu of\u00a0the lights prescribed in paragraph (a) of this Rule\u00a0exhibit an all-round white light and\u00a0shall, if practicable, also exhibit\u00a0sidelights;<\/p>\n<p style=\"text-align: left;\"><a name=\"Ciii\"><\/a>iii.\u00a0the masthead light or all-round white light on a power-driven vessel of less than 12 metres\u00a0in length\u00a0may be displaced from the fore and aft centreline\u00a0of the vessel if centreline fitting is not practicable, provided that the sidelights are combined in one lantern which shall be carried on the fore and aft centreline of the vessel or located as nearly as practicable in the same fore and aft line as the masthead light or the all-round white light.<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 24 &#8211;\u00a0<i>Towing and pushing<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li style=\"list-style-type: none;\">\n<ol type=\"a\">\n<li>A\u00a0power-driven vessel when towing\u00a0shall exhibit :-\n<ol type=\"i\">\n<li>instead of the light prescribed in Rule 23 (<i>a<\/i>)(1),\u00a0two masthead lights forward in a vertical line. When the length of the tow, measuring from the stern of the towing vessel to the after end of the tow\u00a0exceeds 200 metres, three such lights in a vertical line;<\/li>\n<li>sidelights;<\/li>\n<li>a\u00a0sternlight;<\/li>\n<li>a\u00a0towing light\u00a0in a vertical line above the sternlight;<\/li>\n<li>when the length of the tow exceeds 200 metres a diamond shape\u00a0where it can best be seen.<\/li>\n<\/ol>\n<\/li>\n<li>When\u00a0a pushing vessel and a vessel being pushed ahead are rigidly connected\u00a0in a composite unit\u00a0they shall regarded as a power-driven vessel\u00a0and exhibit the lights prescribed in Rule 23.<\/li>\n<li>A\u00a0power-driven vessel when pushing ahead or towing alongside, except in the case of a composite unit,\u00a0shall exhibit\u00a0:-\n<ol type=\"i\">\n<li>instead of the lights prescribed in Rule 23(a)(1),\u00a0two masthead lights\u00a0forward in a vertical line;<\/li>\n<li>sidelights;<\/li>\n<li>a\u00a0sternlight.<\/li>\n<\/ol>\n<\/li>\n<li>A\u00a0power-driven vessel\u00a0to which paragraphs (a) and (c) of this Rule apply shall also comply with Rule 23(a)(2).<\/li>\n<li>A\u00a0vessel or object being towed\u00a0other than those mentioned in paragraph (g) of this rule,\u00a0shall exhibit\u00a0:-\n<ol type=\"i\">\n<li>sidelights;<\/li>\n<li>a sternlight;<\/li>\n<li>when the length of the tow exceeds 200 metres, a diamond shape\u00a0where it can best be seen.<\/li>\n<\/ol>\n<\/li>\n<li>Provided that any number of\u00a0vessels being towed alongside or pushed in a group shall be lighted as one vessel.\n<ol type=\"i\">\n<li>a\u00a0vessel being pushed ahead, not being part of a composite unit, shall exhibit\u00a0at the forward end,\u00a0sidelights;<\/li>\n<li>a\u00a0vessel being towed alongside shall exhibit a sternlight and\u00a0at the forward end,\u00a0sidelights.<\/li>\n<\/ol>\n<\/li>\n<li>An\u00a0inconspicuous, partly submerged vessel or object, or combination of such vessels or objects being towed, shall exhibit:\n<ol type=\"i\">\n<li>if it is\u00a0less than 25 metres in breadth, one all-round white light\u00a0at or near the\u00a0forward end\u00a0and one at the\u00a0after end\u00a0except that\u00a0dracones need not exhibit a light at or near the forward end;<\/li>\n<li>if it is\u00a025 metres or more in breadth, two additional all-round white lights\u00a0at or near the extremities of its breadth;<\/li>\n<li>if it\u00a0exceeds 100 metres in lengths, additional all-round white lights between the lights prescribed\u00a0in subparagraphs(i) and (ii) so that the\u00a0distance between the lights shall not exceed 100m;<\/li>\n<li>a\u00a0diamond shape\u00a0at or near the aftermost extremity of the\u00a0last vessel\u00a0or object being towed and\u00a0if the length of the tow exceeds 200 metres an additional diamond shape\u00a0where it can best be seen and\u00a0located as far forward\u00a0as is practicable<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ol style=\"text-align: left;\" type=\"a\">\n<li style=\"list-style-type: none;\"><\/li>\n<li>Where\u00a0from any sufficient cause\u00a0it is impracticable for a vessel or object being towed to exhibit the lights prescribed\u00a0in paragraph (<i>e<\/i>) or (<i>g<\/i>) of this Rule, all possible measures shall be taken to\u00a0light the vessel or objecttowed or at least to\u00a0indicate the presence of the unlighted vessel or object.<\/li>\n<li>Where\u00a0from any sufficient cause\u00a0it is impracticable for a vessel not normally engaged in towing operations to display the lights prescribed\u00a0in paragraph (<i>a<\/i>) or (<i>c<\/i>) of this Rule, such a vessel\u00a0shall not be required to exhibit those lights when engaged in towing another vessel in distress or otherwise in need of assistance. All possible measures shall be taken to\u00a0indicate the nature of the relationship\u00a0between the towing vessel and the vessel being towed as authourised by Rule 36, in particular by\u00a0illuminating the towline.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 25 &#8211;\u00a0<i>Sailing vessels underway and vessels under oars<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>A sailing vessel underway shall exhibit :-\n<ol type=\"i\">\n<li>sidelights;<\/li>\n<li>a\u00a0sternlight.<\/li>\n<\/ol>\n<\/li>\n<li>In a\u00a0sailing vessel of less than 20 metres\u00a0in length\u00a0the lights\u00a0prescribed in paragraph (<i>a<\/i>) of this Rule\u00a0may be combined in one lantern\u00a0carried\u00a0at or near the top of the mast\u00a0where it can best be seen.<\/li>\n<li>A\u00a0sailing vessel underway\u00a0may,\u00a0in addition to the lights prescribed\u00a0in paragraph (a) of this Rule,\u00a0exhibit at or near the top of the mast, where they can best be seen,\u00a0two all-round lights\u00a0in a vertical line, the\u00a0upper being red\u00a0and\u00a0the lower green, but these lights shall not be exhibited in conjunction with the combined lantern permitted by paragraph (<i>b<\/i>) of this Rule.\n<ol type=\"i\">\n<li>A\u00a0sailing vessel of less than seven metres\u00a0in length shall, if practicable,\u00a0exhibit the lights prescribed\u00a0in paragraph (<i>a<\/i>) or (<i>b<\/i>) of this Rule,\u00a0but if she does not, she\u00a0shall have ready at hand an electric torch or lighted lantern showing a white light\u00a0which shall be exhibited in sufficient time to prevent collision.<\/li>\n<li>A\u00a0vessel under oars\u00a0may exhibit the lights prescribed in this Rule for sailing vessels, but if she does not, she\u00a0shall have ready at hand an electric torch or lighted lantern showing a white light\u00a0which shall be exhibited in sufficient time to prevent collision.<\/li>\n<\/ol>\n<\/li>\n<li>A\u00a0vessel proceeding under sail when also being propelled by machinery shall exhibit\u00a0forward where it can best be seen\u00a0a conical shape, apex downwards.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 26 &#8211;\u00a0<i>Fishing vessels<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>A\u00a0vessel engaged in fishing, whether underway or at anchor,\u00a0shall exhibit only the lights and shapes prescribed\u00a0in this Rule.<\/li>\n<li>A\u00a0vessel when engaged in trawling, by which is meant the dragging through the water of a dredge net or other apparatus used as a fishing appliance,\u00a0shall exhibit:-\n<ol type=\"i\">\n<li>two all-round lights\u00a0in a vertical line, the\u00a0upper\u00a0being\u00a0green\u00a0and\u00a0the lower white, or a shape consisting of two cones with their apexes together\u00a0in a vertical line one above the other; a vessel of less than 20 metres in length may instead of this shape exhibit a basket;<\/li>\n<li>a\u00a0masthead light\u00a0abaft of and higher than the all-round green light;\u00a0a vessel of less than 50 metres in length\u00a0shall\u00a0not be obliged to exhibit such a light\u00a0but may do so;<\/li>\n<li>when\u00a0making way through the water in addition to the lights prescribed\u00a0in this paragraph,\u00a0sidelights and a sternlight.<\/li>\n<\/ol>\n<\/li>\n<li>A\u00a0vessel engaged in fishing, other than trawling, shall exhibit:-\n<ol type=\"i\">\n<li>two all-round lights\u00a0in a vertical line, the\u00a0upper being red\u00a0and the\u00a0lower white, or a shape consisting of two cones with apexes together\u00a0in a vertical line one above the other a vessel of less than 20 metres in length may instead of this shape exhibit a basket;<\/li>\n<li>when there is\u00a0outlying gear extending more than 150 metres horizontally\u00a0from the vessel, an\u00a0all-round white light or a cone apex upwards\u00a0in the direction of the gear;<\/li>\n<li>when\u00a0making way through the water, in addition to the lights prescribed\u00a0in this paragraph,\u00a0sidelights and a sternlight.<\/li>\n<\/ol>\n<\/li>\n<li>The\u00a0additional signals\u00a0described in Annex II to these Regulations apply to a\u00a0vessel engaged in fishing in close proximity to other vessels engaged in fishing.<\/li>\n<li>A\u00a0vessel when not engaged in fishing shall not exhibit the lights or shapes\u00a0prescribed in this Rule, but only those\u00a0prescribed for a vessel for her length.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 27 &#8211;\u00a0<i>Vessels not under command or restricted in their ability to manoeuvre<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>A vessel not under command shall exhibit:-\n<ol type=\"i\">\n<li>two all-round red lights\u00a0in a vertical line where they can best be seen;<\/li>\n<li>two balls or similar shapes\u00a0in a vertical line where they can best be seen;<\/li>\n<li>when making way through the water, in addition to the lights prescribed\u00a0in this paragraph,\u00a0sidelights and a sternlight.<\/li>\n<\/ol>\n<\/li>\n<li>A vessel restricted in her ability to manoeuvre, except a vessel engaged in mine-sweeping operations, shall exhibit:-\n<ol type=\"i\">\n<li>three all-round lights\u00a0in a vertical line where they can best be seen. The\u00a0highest and lowest\u00a0of these\u00a0lights shall be red\u00a0and the\u00a0middle light\u00a0shall be\u00a0white;<\/li>\n<li>three shapes\u00a0in a vertical line where they can best be seen. The\u00a0highest and lowest\u00a0of these shapes\u00a0shall be balls\u00a0and the\u00a0middle\u00a0one a\u00a0diamond;<\/li>\n<li>when making way through the water, a\u00a0masthead light or lights, sidelights\u00a0and\u00a0sternlight in addition to the lights prescribed\u00a0in subparagraph (1);<\/li>\n<li>when at anchor, in addition to the lights or shapes prescribed\u00a0in subparagraphs (1) and (2),\u00a0the light, lights or shape prescribed in Rule 30.<\/li>\n<\/ol>\n<\/li>\n<li>A power-driven vessel engaged in a towing\u00a0operation such as severely restricts her ability to manoeuvre shall,\u00a0in addition to the lights or shapes prescribedin Rule 24(<i>a<\/i>),\u00a0exhibit the lights or shapes prescribed in subparagraph (<i>b<\/i>)(i) and (ii) of this Rule.<\/li>\n<li>A\u00a0vessel engaged in dredging or underwater operations, when\u00a0restricted in her ability to manoeuvre, shall exhibit the lights and shapes prescribed in subparagraphs (<i>b<\/i>) (i)(ii) and (iii) of this Rule and shall in addition, when an obstruction exists, exhibit:-\n<ol type=\"i\">\n<li>two all-round red lights or two balls\u00a0in a vertical line to indicate the side on which the obstruction exists;<\/li>\n<li>two all-round green lights or two diamonds\u00a0in a vertical line to indicate the side on which another vessel may pass;<\/li>\n<li>when at anchor\u00a0the\u00a0lights or shapes prescribed in this paragraph\u00a0instead of the lights or shape prescribed in Rule 30.<\/li>\n<\/ol>\n<\/li>\n<li><a name=\"Diving\"><\/a>Whenever the\u00a0size of a vessel engaged in diving operations makes it impracticable to exhibit the shapes\u00a0prescribed in paragraph (<i>d<\/i>) of this Rule, the following shall be exhibited:\n<ol type=\"i\">\n<li>three all-round lights\u00a0in a vertical where they can best be seen. The\u00a0highest\u00a0and\u00a0lowest\u00a0of these lights shall be\u00a0red\u00a0and the\u00a0middle\u00a0light shall be\u00a0white;<\/li>\n<li>a\u00a0rigid replica of the International Code flag &#8220;A&#8221; not less than 1 metre in height. Measures shall be taken to ensure all-round visibility.<\/li>\n<\/ol>\n<\/li>\n<li>A\u00a0vessel engaged in mine-sweeping operations shall in addition\u00a0to the lights prescribed for a power-driven vessel in Rule 23 or to the lights or shape prescribed for a vessel at anchor in Rule 30 as appropriate,\u00a0exhibit three all-round green lights or three balls. One of these lights or shapes shall be exhibited near the foremast head and one at each end of the fore yard. These lights or shapes indicate that it is dangerous for another vessel to approach closer than 1000 metres astern or 500 metres on either side of the mine-clearance vessel.<\/li>\n<li>Vessels of less than 12 metres in length, except those engaged in diving operations, shall\u00a0not\u00a0be\u00a0required to exhibit the lights and shapes prescribed in this Rule.<\/li>\n<li>The\u00a0signals\u00a0prescribed in this Rule\u00a0are not signals of vessels in distress and requiring assistance. Such signals are contained in Annex IV to these Regulations.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 28 &#8211;\u00a0<i>Vessels constrained by their draught<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">A\u00a0vessel constrained by her draught may, in addition to the lights prescribed\u00a0for power-driven vessels in Rule 23,\u00a0exhibit\u00a0where they can best be seen\u00a0three all-round red lights\u00a0in a vertical line,\u00a0or a cylinder.<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 29 &#8211;\u00a0<i>Pilot vessels<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>A\u00a0vessel engaged on pilotage duty\u00a0shall exhibit:-\n<ol type=\"i\">\n<li>at or near the masthead,\u00a0two all-round lights\u00a0in a vertical line, the\u00a0upper\u00a0being white and the\u00a0lower red;<\/li>\n<li>when underway, in addition,\u00a0sidelights\u00a0and a\u00a0sternlights;<\/li>\n<li>when at anchor, in addition to the lights prescribed\u00a0in subparagraph (<i>i<\/i>), the light, lights or shape prescribed in Rule 30 for vessels at anchor.<\/li>\n<\/ol>\n<\/li>\n<li>A\u00a0pilot vessel\u00a0when\u00a0not\u00a0engaged\u00a0on pilotage duty\u00a0shall exhibit the\u00a0lights or shapes prescribed for a similar vessel of her length.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 30 &#8211;\u00a0<i>Anchored vessels and vessels aground<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>A\u00a0vessel at anchor\u00a0shall exhibit where it can best be seen :-\n<ol type=\"i\">\n<li>in the fore part, an\u00a0all-round white light\u00a0or one ball;<\/li>\n<li>at or near the stern and at a lower level than the light prescribed in subparagraph (i), an\u00a0all-round white light.<\/li>\n<\/ol>\n<\/li>\n<li>A\u00a0vessel of less than 50 metres\u00a0in length\u00a0may exhibit an all-round white light\u00a0where it can best be seen\u00a0instead of the lights prescribed in paragraph\u00a0(<i>a<\/i>) of this Rule.<\/li>\n<li>A\u00a0vessel at anchor may, and a vessel of 100 metres and more\u00a0in length\u00a0shall, also\u00a0use the available working or equivalent lights to illuminate her decks.<\/li>\n<li>A\u00a0vessel aground shall exhibit the lights prescribed\u00a0in paragraphs (<i>a<\/i>) or (<i>b<\/i>) of this Rule and in addition, where they can best be seen :-\n<ol type=\"i\">\n<li>two all-round red lights\u00a0in a vertical line;<\/li>\n<li>three balls\u00a0in a vertical line.<\/li>\n<\/ol>\n<\/li>\n<li>A\u00a0vessel of less than 7 metres\u00a0in length,\u00a0when at anchor or aground, not in or near a narrow channel, fairway or anchorage, or where other vessels normally navigate, shall\u00a0not\u00a0be\u00a0<i>required to exhibit the lights or shapes prescribed<\/i>\u00a0in paragraphs (<i>a<\/i>), (<i>b<\/i>) or (<i>d<\/i>) of this Rule.<\/li>\n<li>A\u00a0vessel of less than 12 metres\u00a0in length,\u00a0when aground, shall not be\u00a0required to exhibit the lights or shapes prescribed\u00a0in paragraphs (d)(i) and (ii) of this Rule.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 31 &#8211;\u00a0<i>Seaplanes<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">Where it is\u00a0impracticable\u00a0for a seaplane\u00a0to exhibit lights and shapes of the characteristics or in the positions prescribed\u00a0in the Rules of this Part\u00a0she shall exhibit lights and shapes as closely similar in characteristics and position\u00a0as is possible .<\/p>\n<p><span style=\"color: #1f1a22; font-family: inherit; font-size: 14pt; font-weight: bold;\">PART D : SOUND AND LIGHT SIGNALS<\/span><\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 32 &#8211;\u00a0<i>Definitions<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>The word\u00a0<i>&#8220;whistle&#8221;<\/i>\u00a0means any\u00a0sound signalling appliance\u00a0capable of\u00a0producing the prescribed blasts\u00a0and which\u00a0complies with the specifications\u00a0in Annex III to these Regulations.<\/li>\n<li>The term\u00a0<i>&#8220;short blast&#8221;<\/i>\u00a0means a\u00a0blast of about one second\u00a0duration.<\/li>\n<li>The term\u00a0<i>&#8220;prolonged&#8221;\u00a0<\/i>means\u00a0a blast of from four to six seconds\u00a0duration.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 33 &#8211;\u00a0<i>Equipment for sound signals<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>A\u00a0vessel of 12 metres or more\u00a0in length shall be provided with\u00a0a whistle and a bell\u00a0and a\u00a0vessel of 100 metres or more\u00a0in length shall\u00a0in addition\u00a0be provided with a\u00a0gong, the tone and sound of which cannot be confused with that of the bell. The whistle, bell and gong shall comply with the specifications in Annex III to these Regulations. The bell or gong or both may be replaced\u00a0by other equipment having the same respective sound characteristics, provided that manual sounding of the required signals shall always be possible.<\/li>\n<li>A\u00a0vessel of less than 12 metres\u00a0in length shall not be obliged to carry the sound signalling appliances prescribed in paragraph (a) of this Rule\u00a0but if she does not, she shall be provided with some other means of making an efficient sound signal.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 34 &#8211;\u00a0<i>Manoeuvering and warning signals<\/i><\/strong><\/span><\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li style=\"list-style-type: none;\">\n<ol type=\"a\">\n<li>When\u00a0vessels are in sight of one another, a power-driven vessel underway, when manoeuvering as authorized or required by\u00a0these Rules, shall indicate that manoeuvre by the following\u00a0signals on her whistle:-\n<ol type=\"i\">\n<li>One short blast\u00a0to mean &#8220;I am altering my course to starboard&#8221;;<\/li>\n<li>two short blasts\u00a0to mean &#8220;I am altering my course to port&#8221;;<\/li>\n<li>three short blasts\u00a0to mean &#8220;I am operating astern propulsion&#8221;.<\/li>\n<\/ol>\n<\/li>\n<li>Any\u00a0vessel may supplement the whistle signals\u00a0prescribed in paragraph (a) of this Rule by\u00a0light signals, repeated as appropriate, whilst the manoeuvre is being carried out:<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<ol style=\"text-align: left;\" type=\"a\">These light signals shall have the following significance:<\/ol>\n<p style=\"text-align: left;\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ol type=\"i\">\n<li>One flash\u00a0to mean &#8220;I am altering my course to starboard&#8221;;<\/li>\n<li>two flashes\u00a0to mean &#8220;I am altering my course to port&#8221;;<\/li>\n<li>three flashes\u00a0to mean &#8220;I am operating astern propulsion&#8221;;<\/li>\n<li>the\u00a0duration of each flash\u00a0shall be\u00a0about one second, the\u00a0interval between flashes\u00a0shall be\u00a0about one second, and the\u00a0interval between successive signals\u00a0shall be\u00a0not less than 10 seconds;<\/li>\n<li>the light used for this signal shall, if fitted, be an all-round white light, visible at a minimum range of 5 miles, and shall comply with the provisions of Annex I.<\/li>\n<\/ol>\n<\/li>\n<li>When in sight of one another in a narrow channel or fairway:-\n<ol type=\"i\">\n<li>a\u00a0vessel intending to overtake another\u00a0shall in compliance with Rule 9(<i>e<\/i>)(1) indicate her intention by the following signals on her intention by the following\u00a0signals on her whistle:\n<ol type=\"i\">\n<li>Two prolonged blasts followed by one short blast\u00a0to mean &#8220;I intend to overtake you on your starboard side&#8221;;<\/li>\n<li>two prolonged blasts followed by two short blasts\u00a0to mean &#8220;I intend to overtake you on your port side&#8221;;<\/li>\n<\/ol>\n<\/li>\n<li>the\u00a0vessel about to be overtaken\u00a0when acting in accordance with Rule 9(<i>e<\/i>)(i) shall\u00a0indicate her agreement\u00a0by the\u00a0following signal on her whistle:\n<ol type=\"i\">\n<li>One prolonged, one short, one prolonged and one short blast, in that order.<\/li>\n<\/ol>\n<\/li>\n<\/ol>\n<\/li>\n<li>When\u00a0vessels in sight of one another are approaching each other\u00a0and from any cause\u00a0either vessel fails to understand the intentions or actions of the other, or is in doubt whether sufficient action is being taken\u00a0by the other\u00a0to avoid collision, the\u00a0vessel in doubt\u00a0shall immediately indicate such doubt by giving at least\u00a0five short and rapid blasts on the whistle. Such signal\u00a0may be supplemented by a light signal\u00a0of at least five short and rapid flashes.<\/li>\n<li>A\u00a0vessel nearing a bend or an area of a channel or fairway where other vessels may be obscured\u00a0by an intervening obstruction shall sound\u00a0one prolonged blast. Such signal shall be\u00a0answered with a prolonged blast\u00a0by any approaching vessel that may be within hearing around the bend or behind the intervening obstruction.<\/li>\n<li>If whistles are fitted on a vessel at a distance apart of more than 100 metres, one whistle only shall be used\u00a0for giving Manoeuvering and warning signals.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 35 &#8211;\u00a0<i>Sound signals in restricted visibility<\/i>.<\/strong><\/span><\/p>\n<p style=\"text-align: left;\">In or near an area of restricted visibility, whether by day or night, the signals prescribed in this Rule shall be used as follows:<\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>A\u00a0power-driven vessel making way through the water\u00a0shall sound\u00a0at intervals of not more than 2 minutes one prolonged blast.<\/li>\n<li>A\u00a0power-driven vessel underway but stopped\u00a0and making no way through the water shall sound\u00a0at intervals of not more than 2 minutes two prolonged blasts\u00a0in succession with an\u00a0interval of about 2 seconds between them.<\/li>\n<li>A\u00a0vessel not under command, a\u00a0vessel restricted in her ability to manoeuvre, a\u00a0vessel constrained by her draught, a\u00a0sailing vessel, a\u00a0vessel engaged in fishing and a vessel engaged in towing or pushing\u00a0another vessel shall, instead of the signals prescribed in paragraphs (a) or (b) of this Rule,\u00a0sound at intervals of not more than 2 minutes three blasts\u00a0in succession, namely\u00a0one prolonged followed by two short blasts.<\/li>\n<li>A\u00a0vessel engaged in fishing, when at anchor, and a\u00a0vessel restricted in her ability to manoeuver\u00a0when\u00a0carrying out her work at anchor, shall instead of the signals prescribed in paragraph (g) of this Rule\u00a0sound the signal prescribed in paragraph (<i>c<\/i>) of this Rule.<\/li>\n<li>A\u00a0vessel towed or if more than one vessel is towed the last vessel of the tow, if manned, shall\u00a0at intervals of not more than 2 minutes\u00a0sound\u00a0four blasts\u00a0in succession, namely\u00a0one prolonged followed by three short blasts. When practicable, this signal shall be made immediately after the signal made by the towing vessel.<\/li>\n<li>When\u00a0a pushing vessel and a vessel being pushed ahead are rigidly connected\u00a0in a composite unit they shall be\u00a0regarded as a power-driven vessel\u00a0and shall give the\u00a0signals prescribed in paragraphs (<i>a<\/i>) or (<i>b<\/i>) of this Rule.<\/li>\n<li>A\u00a0vessel at anchor shall at intervals of not more than one minute ring the bell rapidly for about 5 seconds. In a\u00a0vessel of 100 metres or more\u00a0in length the\u00a0bell shall be sounded in the forepart of the vessel\u00a0and immediately\u00a0after the ringing of the bell the gong shall be sounded rapidly for about 5 seconds in the after part\u00a0of the vessel. A vessel at anchor\u00a0may in addition sound three blasts\u00a0in succession, namely\u00a0one short, one prolonged and one short blast, to give warning of her position and of the possibility of collision to an approaching vessel.<\/li>\n<li>A\u00a0vessel aground shall give the bell signal and if required the gong signal prescribed in paragraph\u00a0(<i>g<\/i>) of this Rule\u00a0and shall, in addition, give three separate and distinct strokes on the bell immediately before and after the rapid ringing of the bell. A vessel aground\u00a0may in addition sound an appropriate whistle\u00a0signal.<\/li>\n<li>A\u00a0vessel of less than 12 metres\u00a0in length shall\u00a0not\u00a0be\u00a0obliged to give the above-mentioned signals\u00a0but, if she does not, shall make some other efficient sound signal at intervals of not more than 2 minutes.<\/li>\n<li>A\u00a0pilot vessel when engaged on pilotage duty\u00a0may\u00a0in addition to the signals prescribed\u00a0in paragraphs (a), (b) or (f) of this Rule sound an identity signal consisting of four short blasts.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 36 &#8211;\u00a0<i>Signals to attract attention<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">If necessary\u00a0to attract the attention of another vessel any vessel may make light or sound signals that cannot be mistaken\u00a0for any signal authorized elsewhere in these Rules, or\u00a0may direct the beam of her searchlight in the direction of the danger, in such a way as not to embarrass any vessel. Any light to attract the attention of another vessel shall be such that it cannot be mistaken for any aid to navigation. For the purpose of this Rule the\u00a0use of high intensity intermittent or revolving lights, such as strobe lights, shall be avoided.<\/p>\n<p style=\"text-align: left;\"><a name=\"RULE37\"><\/a><span style=\"font-size: 14pt;\"><strong>RULE 37 &#8211;\u00a0<i>Distress signals<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">When a\u00a0vessel is in distress and requires assistance she shall use or exhibit the signals prescribed in\u00a0<a href=\"http:\/\/inoa.net\/zeilen\/colreg.html#DISTRESS\">Annex IV<\/a>\u00a0to these regulations.<\/p>\n<h4 style=\"text-align: left;\"><span style=\"color: #1f1a22; font-family: inherit; font-size: 14pt; font-weight: bold;\">PART E : EXEMPTIONS<\/span><\/h4>\n<p style=\"text-align: left;\"><span style=\"font-size: 14pt;\"><strong>RULE 38 &#8211;\u00a0<i>Exemptions<\/i><\/strong><\/span><\/p>\n<p style=\"text-align: left;\">Any vessel (or class of vessels) provided that she complies with the requirements of the\u00a0<i>International Regulations for Preventing Collisions at Sea, 1960<\/i>, the keel of which is laid or which is at a corresponding stage of construction before the entry into force of these Regulations may be exempted from compliance therewith as follows:<\/p>\n<ol style=\"text-align: left;\" type=\"a\">\n<li>The\u00a0installation of lights with ranges prescribed in Rule 22, until\u00a0four years\u00a0after the date of entry into force of these Regulations.<\/li>\n<li>The\u00a0installation of lights with color specifications as prescribed\u00a0in\u00a0Section 7\u00a0of\u00a0Annex I\u00a0to these Regulations, until\u00a0four years\u00a0after the date of entry into force of these Regulations.<\/li>\n<li>The\u00a0re-positioning of lights as a result of conversion\u00a0from Imperial\u00a0to metric units and rounding off\u00a0measurement figures,\u00a0permanent exemption.\n<ol type=\"i\">\n<li>The\u00a0re-positioning of masthead lights\u00a0on\u00a0vessels of less than 150\u00a0metres in length, resulting from the prescriptions of\u00a0Section 3(a) of Annex I,\u00a0permanent exemption.<\/li>\n<li>The re-positioning of masthead lights on vessels of 150 metres or more\u00a0in length, resulting from the prescriptions of Section 3(<i>a<\/i>) of Annex I to these Regulations, until\u00a0nine years\u00a0after the date of entry into force of these Regulations.<\/li>\n<li>The re-positioning of masthead lights resulting from the prescriptions of Section 2(<i>b<\/i>) of Annex I until\u00a0nine years\u00a0after the date of entry into force of these Regulations.<\/li>\n<\/ol>\n<\/li>\n<li>The\u00a0re-positioning of sidelights\u00a0resulting from the prescriptions of\u00a0Section 2(<i>g<\/i>) and Section\u00a03(<i>b<\/i>)of Annex I, until\u00a0nine years\u00a0after the date of entry into force of these Regulations.<\/li>\n<li>The requirements for sound signal appliances\u00a0prescribed in\u00a0Annex III, until nine years after the date of entry into force of these Regulations.<\/li>\n<li>The\u00a0re-positioning of all-round lights\u00a0resulting from the prescription of\u00a0Section 9(b) of Annex I of these Regulations,\u00a0permanent exemption.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<h4 style=\"text-align: left;\"><strong>ANNEX IV &#8211; DISTRESS SIGNALS<\/strong><\/h4>\n<ol style=\"text-align: left;\" type=\"1\">\n<li style=\"list-style-type: none;\">\n<ol type=\"1\">\n<li>The following signals, used or exhibited either together or separately, indicate distress and need of assistance:\n<ol type=\"a\">\n<li>a\u00a0gun\u00a0or\u00a0other explosive signal\u00a0fired at intervals of about a minute;<\/li>\n<li>a continuous sounding with any\u00a0fog-signalling apparatus;<\/li>\n<li>rockets\u00a0or\u00a0shells, throwing red stars fired one at a time at short intervals:<\/li>\n<li>a\u00a0signal made by radiotelegraphy\u00a0or by any other signalling method consisting of the group &#8230;
