Corruption is a global phenomenon that exists in all countries, according to the evidences it affects the poor countries more than others. It suppresses economic growth and diverts the funds which are needed for education, health and other public services. According to World Bank statistics, annually and roughly more than a trillion American dollars in bribes are exchanging. December 9 (Azar 18) has been named the International Day against the Corruption by the United Nations Organization. And it has been asked from all the countries around the world to cooperate in the fight against corruption. What is corruption? To what extent does the government or the nation contribute to the creation or prevention of corruption in society? How do the legislature and the computation court act as the most important means of monitoring the government’s budget and expenses in the Islamic Republic of Iran?
