June 20th is the World Refugee Day. On Dec. 4th, 2000, at the General Assembly of the United Nations, it has decided to hold on the every 20th of the June as the World Refugee Day from 2001. The United Nations High Commissioner for Refugees (UNHCR) is trying to remind the world of what difficulties millions of the refugees have had which forced them to leave their homes. Who is refugee? And under what circumstances do people have to leave their country? What challenges and dangers an asylum-seekers have to face in exile? One of the solutions for the refugees is returning to their homeland with dignity. This is at a time when circumstances for a safe and voluntary return with dignity are available. Are there any conditions like these for the Iranian refugees?

Today’s democratic government is one of the most common governments in the world, the fundamental principle in democratic society is based on that the power is exercised in terms of respect for human rights. In this sense, those who are decision-makers should not suppress the individuals and opposition groups. All people in the community have the right to comment. What is the concept of cultural democracy? does the culture impede the growth of democracy in Iran? What culture does the Iranian government promote and how long will it prevent democracy? Is it possible to transition to democracy with the history of the Islamic Republic ‘s sovereignty?
